[Bug 1394063] [NEW] Inspiron 3137 brightness keys aren't recognized

Hardware keys on an inspirion 3137 for brightness don't work. Manually setting the backlight via /sys/class/backlight/intel_backlight/brightness
 works properly. This worked properly in vivid and has been broken since upgrade.

Xev doesn't show a keypress event. Scan codes from evtest are shown
