Autosolved! Even if I have not changed any setting in compiz, now the
"scale" plugin stay turned on also after logout and re-login and also
after reboot.

  New

Bug description:
  In Linux Mint 17.1 Mate, when Compiz is active, in the default
  configuration "scale" is not active. If I activate it, it works. But
  when I logout and login again, "scale" is not selected as active, so I
  have to select it again every time I login to make it work again
