Daryl Hughes, thank you for reporting this and helping make Ubuntu
better. Could you please advise on which specific unofficial nvidia
driver version you tested where this problem did not exist?

As well, would using an older nvidia driver version provide a WORKAROUND
as noted in https://help.ubuntu.com/community/BinaryDriverHowto/Nvidia ?

  Incomplete

Bug description:
  well found a slight issue with the GPU and watching movies or video
  like content when 1 watches a 1080p or lower it don't run the Video
  Engine Utilization part of it done a test with an unofficial Nvidia
  graphics driver and it ran and took SO much load off my processor went
  to 20-30%

  With Nvidia-331.38-updates driver not running  Video Engine
  Utilization it runs 85-100% and barely can play a 1080p video
