  po/Makefile is missing from released tarballs

Bug description:
  When I try to build signon-ui from released tarballs, it fails to
  build, because the po/Makefile file is missing from the released
  tarballs in versions 0.12 and 0.14. Previous releases contain this
  file.

  Please add back this file to the next release.
