Title:
Dash fade-in/fade-out animation should be configurable

Bug description:
When I hit "super" key, or click on Ubuntu logo, there's a fade-in/fade-out transition for the dash window.
I personally don't like any type of animation or transition effects, as they seem to me a waste of time.
Especialy this fade-in/fade-out transition, it's highly erratic depending on the hardware been executed, the system load, the number of lenses running, etc.
I think when using UNITY_LOW_GFX_MODE=1 all animations and transitions should be disabled, or better, this animation times should be configurable by dconf keys.
Thanks!
