Bug description:
  The ScanJet 3970 is not in the 45-libsane.rules file.

  lsusb:
  Bus 001 Device 002: ID 03f0:2305 Hewlett-Packard ScanJet 3970c

  sane-find-scanner:
  found USB scanner (vendor=0x03f0 [hewlett packard], product=0x2305 [hp scanjet])


  it seems that this isn't even used in hardy, but the new way scanner
  permissions are handled is making a lot of people downgrade.
