exist, then report again using ubuntu-bug.

  Sometimes one or many gnome-panel processes start using 100% CPU.
  This causes the load to increase, and system responsiveness to
  decrease.  I have to manually kill these processes to restore the
  system to 'normal' operation.  In this case the load will return to
  below 1.0.
