We can probably add a configuration option for this directory that, if
empty, disables it.

Bug description:
  There is no way to disable the creation of directories under /var/lib
  /lightdm-data/ for users.

  In environments where[, there is a single user and] all the user's
  data should be controlled under solely /home directories, this is
  undesirable.
