  3) What is expected to happen is when one opens
  https://launchpadlibrarian.net/193465596/HotMobile12-final72.pdf , one
  may scroll through it quickly with no delay, just like in Adobe
  Reader.

  4) What happens instead is it takes tens of seconds to review each
  subsequent page. For reference, the same slowdown is happening with
  Okular (0.20.0).

  WORKAROUND: Use Chromium's built-in PDF viewer:
