Bug description:
Add simple sound effects features to Sound Recorder (gnome-sound-

It can only record audio.
In the Sound Recorder in Windows, you could modify the recorded audio
with sound effects ever since Windows 95.
With effects such as increase/decrease volume, increase/decrease
playback speed, add echo effect, reverse the clip.
Effects that could be added are echo, reverse echo, time stretching,
flanger, phaser, chorus, filtering (high-pass, low-pass), overdrive,
pitch shift, etc.
