Bug description:
  Steps to reproduce:
  1. insert SIM card with data plan that has run out/expired
  2. notice NetworkingStatus reports connected, but there's "no Internet"

  phablet@ubuntu-phablet:~$  nmcli d
  DEVICE     TYPE              STATE        
  /ril_1     gsm               connected    
  /ril_0     gsm               disconnected
