  LIM only on focused window => no advantage over global menu

Bug description:
  Hello,

  I upgraded to Trusty and activated LIM.
  I was very surprised that the menu just shows on hover when the window has focus.

  When the menu is window based then out of a user experience I expect
  that every window show the menu including on un-focused windows.

  My opinion this is a bug, as my user expectation was that when locally
  shown it would behave like traditional menus and traditional menus can
  be opened directly out of a non-focused state.
