Bug description:
  Ubuntu 12.10 Quantal with ppa:unity-team/ppa

  Test case ID - CAN 30 - UNITY_ Dragging icons to reorder - over
  launcher

  Issue:- Workspace switcher icon does not remain stationary instead
  moves to make space for the icon being dragged on launcher.

  Action:
  #. Move the mouse so it is over a launcher icon for an application
  #. Press and hold the mouse button
  #. Drag the icon up and down over the icons in the launcher

  Expected result:
  * As the centre of the dragged icon passes the mid-point of the next item
  above or below it, the icon being dragged over moves and is replaced by the
  blank "space".
  * The BFB and the switcher icons do not move
