Bug description:
  Steps:
  1. click "System Menu" icon->Universal Access->Typing
  2. open "On Screening Keyboard"
  3. Click Onborad Icon in panel->Preferences->Layout->Open layouts folder

  -->Failed. Prompt "Unable to find the requested file. Please check the
  spelling and try again."
