Title:
  Dash: when using static blur, opening the Dash over windows that
  change,  those windows flash thru

Bug description:
  There's quite a nimber that will cause this but most obvious is Totem
  Test case:
  enable static blur, open Dash to set
  Open any audio or video file in Totem so it will be under Dash area
  Open the Dash, totem will continually flash thru
