Title:
  The “Enable this account” item in the new account settings page
  doesn’t work.

Bug description:
  The “Enable this account” item in the new account settings page
  doesn’t work.

  Steps:
  1. Enter into System settings-->User Accounts
  2. Click Unlock in this page
  3. Add a new account
  4. Enter into the new account setting page, click the drop list at the right of "Password" item
  5. Chose Enable this account from Action list
  -->Failed. This item doesn't work

  Configuration:
  PC: Dell Vostro
  OS: Ubuntu Kylin 14.10 x32 Daily 20140905
