  Panel dropdown slow and laggy on Empathy icon

Bug description:
  When using the upper right-hand corner menus; the menu for the built
  in Empathy (chat) area is slow and lags terribly while all of the
  other menus are fast and run normal. It's only that menu area that
  seems to lag and barely open or close after unclicking or clicking on
  the chat bubble icon for the Empathy integrated menu in the unity
  panel.
