Title:
hud takes focus in "sloppy focus" mode and then does not work

Bug description:
When Unity (7.2.0 / Trusty) is used with "Sloppy Focus" mode (which,
thankfully, is practical again now that menu bars can be attached to
individual windows rather than the panel), activating the HUD through
the keyboard shortcut takes focus away from the originally focused
window. Likely as a result of this, the HUD does not read available
commands from that window and effectively does not work at all.
Desired solution: In sloppy focus mode, the HUD should acquire
information from the focused window _before_ appearing so that it can
offer the commands applicable to that window.
