Public bug reported:

When calculating the total value for calculated data elements it seems
that the values for data elements with aggregation operator AVERAGE are
ignored. This does not make sense to me as the aggregation operator
should not affect how these values are added together.

One example.

You have 2 data elements:
Number of doctors, aggregation op. = average
Number of nurses,  aggregation op. = average

And then you want a new calculated data element to reflect the total;
Total number of staff = Number of doctors + Number of nurses

If you have entered annual values for the two data elements then you
would want an annual total as well, and if those were quarterly values
you would want a total value for that quarter as well.
