This was caused by the javascript function saving datavalues relying on
a system setting "saveZeroValuesMode". When this was not set the
function simply failed. Provided a default value for this.

Bug description:
When entering data through data entry forms the data is not saved.

Effects H2 database as used in dhis2-lite.  Problem was not present in dhis 2.0.1

This also seems to affect mysql so it seems not to be h2 specific.
