Changed build routine

Hello,
Ola informed me that it is now sufficient to build dhis-2 and then dhis-web,
and no longer necessary to build dhis-web-portal separately. This is a nice
simplification and time saver, and should be communicated to everyone who is
building, including of course in the documentation.
