Jason is right in that missing values are displayed in report tables and GIS
as 0s.

Regarding storage in the database, we have 1. a system setting which decides
whether to store 0s in the raw data value table and 2. a system setting
which decides whether to write 0s to the aggregated indicator value table
during datamart.
