The problem is that aggregated data values get converted from blank to 0
values as well, not only indicator numerators. Don't understand how these
settings can change that.

But Jason, the main storage of data values (DataValue) does not create 0s
for blank values, it is in the data mart (copy of data used for reports. GIS
etc.) that this happens. Basically this means that the main data storage is
not compromised and a small fix to the data mart procedure would fix this
(also on all existing data).
