One of the functions in ArcGIS is the ability to use values to
"normalize" the data. This is essentially the same as an indicator in
DHIS.

I think we have to be careful about allowing sort of any and all data
to be visualized in anyway, which could lead to situtations that do
not make sense. Sure, we could compare "Fully immunized childred" data
element to "Female population", but of course this does not make sense
to do so. I think keeping the visualization within the confines of
indicators is a good idea, as it allows more control over what is
actually available to display on the map. But, having the ability to
create indicators on the fly, without having to go necessarily through
the data mart would be a great feature.
