There is a blueprint here
https://blueprints.launchpad.net/dhis2/+spec/dxf-format.
Its a bit neglected but the current changes address many of the points
addressed in the whiteboard section. I think this might be the best place
currently for gathering requirements like the ones you mention. Though a
wiki would work better.
