OK. I don't understand why 1.4 has this property, it one wants to indicate
whether an OrgUnit is reporting or not I would say that property should be
on the OrgUnit itself. DHIS 2 has an OrganisationUnit.active property. But
we don't really use this property for anyting yet so i am not sure if it
gives us anyting to import it....
