Public bug reported:

The popup windows for Numerator and Denominator does not list all data
elements, even though the field says "Filter by group/view all". It may
be that performance considerations makes it sensible to not list all
data elements if there are many - but that should be tested, and then
the "view all" should be removed and the first part of the field changed
to "Select data element group". Such a solution would still mean you can
only make indicators of data elements that have been grouped, but that
is ok. With only a couple of hundred dataelements total we should
probably just list all.
