I think we need to be able to show values linked to data elements in GIS and
other tools for analysis.
If you look at how pivot tables have been used over the years there is
definitely a need to be able to do analysis on both indicators and data
elements.

So I would rather say it is a lack of functionality of the analysis tool
that is creating this problem than anything else.

I don't think it makes sense to convert data elements such as population
estimates, number of staff of type X to indicators.
