Public bug reported:

When the user setting Interface Language is changed, the HTML
immediately gets updated, which is great. However, the drop down menus
remain in the original language, and only get refreshed after a
different module has been selected. It would be great if they are also
immediately updated, otherwise it is a bit confusing to the user ("has
the language really changed").
