This bug is a bit strange - I have seen some inconsistent behavior with
the hovering and zooming. Sometimes, the popup window does not come when
I hover, sometimes I can zoom when over the geojson polygons, sometimes
not.

Needs further testing - probably also with different browsers.

Bug description:
The previous problem of not being able to zoom on top of a thematic layer has been solved, but this has probably caused the hovering to cease working.
