Just to comment quickly on this. I understand it is related to the
functionality of the excel report module, but I just want to mention that
you can do this easily with the current report table + view in Excel
functionality. In report tables you can pick all the periods you would like,
and combine them, then ask period to be crosstabbed, on columns that is, and
then generate it. Then you click on the Excel symbol next to it to open that
report table in Excel. You can also use the edit table properties window
next to the report table to hide, rename, or reorder the column headings.

Bug description:
Currently, the DHIS2 just support the period type yearly, but this doesn't solve the problem when user need to generate report with data values belong to more than 1 year.
Example there is a report which generate data values of 2 columns
1st column is 2008
2nd column is 2009

The period column listing report in Excel report module can generate with many months but these months only belong to current year. 
There should be the period type which can display data values from last years.
