Hi there. I am not totally sure about this. The way the report
architecture of DHIS is constructed, DHIS2 really has no idea what is
going on in the report. There is no way for DHIS2 to know whether for
a given report parameter, anything will be returned. This would need
to be handled in the report itself.

 You might have a situation in a report where you want to aggregate
data for say six months previous to a given period and the user would
select say Feb 2009 as a parameter. Perhaps there is no data for that
particular time period selected, but there might be for the previous
five months. The report would either need to report that data does not
exist for all six periods, or perform the report anyway based on five
periods. This is obviously just an example but maybe you see what I am
trying to get at.

I was not able to reproduce this with the "No process running..."
error from the demo site.

Anyway, my two cents... :)
