[Bug 541744] [NEW] Should show a message when delete a item which does not exist in Data Element Group list - Data Element Group Editor functionality

I've got some testing in Data Element Group Editor functionality like
this:
- Create a new Data Element Group called "DEG_A" and then it's showed in the list. Nothing is wrong. Will not close this page called "PAGE I" and then try opening a new page Data element group management that called "PAGE II". After that, I delete that new one which has just been created in. It's well done.
- Then coming back "PAGE I", deliberately, I try deleting "DEG_A" once more again. But nothing of message or warning should be showed up for the user know like this "Can not delete <DEG_A> because of its non-existing any more. Please refreshing page" or something likes that.
