Public bug reported:

The DHIS14 data export function currently outputs two files..1)
RoutineData.txt and 2) Export.xml. The RoutineData.txt file looks OK,
but the Export.xml data only contains data on Data elements, but no
other metadata information, for instance on the organizational units.
