Status in DHIS 2 - District Health Information Software: New

Bug description:
the latest release 2.0.4
can't add a new OU with the interface language seeting: "Vietnamese"
conflicts happen between two date format: yyyy/mm/dd and dd/mm/yyyy
So, it's quite odd to switch to English interface to add a new OU one.
