This could be a terminology problem. DHIS 1.4 refers to this as type
of data set as "on change", meaning the dataset is essentially static,
until a change is made. I believe this is the intended type of this
dataset, but I agree with you, the terminology is a bit confusing when
compared to the "Relative" types of periods that are present in the
report tables.
