Status in DHIS 2 - District Health Information Software: New

Bug description:
DHIS 2.0.4: when deleting an ougroup with existing assignments and relationships with other elements/objects ... the process is stuck without any error messages/warnings/instructions for users to solve the issue.

Suggestion: check-out the relationships between ou, ougroup, ougroupset, etc. for the process of deletion PLUS showing the warning/message/instruction for users
