I think in terms of a "supported" enterprize configuration we may be
gravitating towards ubuntu server with postgres as that is where the
skills seem to be clustered around.

Postgres can be setup with warm standby which should adequately meet
the disaster recovery requirements of the ministry.

Good questions. What is being proposed here - that the national
database (and dhis webapp?) is hosted offsite? Some vpn setup such as
openvpn will definitely be required here.
