Interesting point. From an HCI perspective its probably good practice
to be able to see the section navigation links regardless of which
section is open. And probably makes sense to always have a section
open. This dutch tax form mockup
(http://xmldemo.emc.com:8080/xformsdemo/#demo2) shows one way of doing
it. The links on the left side of the form don't work but you can
imagine they refer to sections of the form. And there is always a
section in view on the right. The other alternative is to do it with
tabs along the top, but might get unwieldy with many sections or
sections with long names.
The other thing you commonly see with this kind of interface is some
visual indication that the sections are complete. For a complex form
where you don't have everything in view at the same time it can be
useful to see which sections are complete and which are not. I think
the SA online tax form worked like that.
As a general observation I think online tax forms are increasingly
becoming really good examples of good HCI forms design (of course
there are bad ones too). It seems that the revenue folk do invest a
bit in making it as easy as possible for people to complete their
returns and fill the state coffers.
