Bug description:
Trying to save an extended data element fails with the following exception:

Exception (org.hibernate.PropertyValueException): not-null property references a null or transient value: org.hisp.dhis.dataelement.DataElement.type

Extended data elements can be enabled by going to user settings -> data dictionary mode.
