This is matter of proper URL encoding I guess. This is trickier that it
seems. Jquery has a tiny plugin for this:

Status in DHIS 2 - District Health Information Software: New

Bug description:
DHIS2.0.4: Vietnamese font-errors with validation rule editor for left/right edit
It's possible for typing Vietnamese characters inside the boxes (description of the left/right edit for a validation rule object) BUT  later re-editing the info or just having a look the just-created-validation-rule ... it's unreadable due to font-errors.
This happens also for "Textual expression description" of the left/right expression of ValidationRule because the dael-names are not displayed with Vietnamese fonts correctly.

Compared with indicator editor (numerator/denominator), Vietnamese characters also couldn't be displayed correctly but it does for indicator's "Textual expression description"

Suggestion: allow Vietnamese-fonts be displayed properly (description and Textual expression description) in case of possible plus correcting the Indicator editor section for the equivalence, if impossible block/inform/warn users not entering the special characters  (for the case of Vietnamese characters, let use non-sign Vietnamese character, for example)
