Think of this solution as a tube for sending data only for your data... This
requires the mobile operator to create a different network only for this
application. This provides security and reliability, but at a cost. These
solutions are useful for applications that use GPRS/data services and more
so, if the data is more sensitive.

The DHIS Mobile solution that we have currently uses SMS and its compressed
into binary and sent. Thus, it has enough obfuscation, but I wouldn't call
it secure.
