Public bug reported:

while creating new static report if one  forget to browse file than validation  should be handled for it .
An exception also occurring when one save it without browsing file , the exception is as follows : 


 Exception (org.hibernate.PropertyValueException):
 not-null property references a null or transient value: org.hisp.dhis.document.Document.url
