I am not sure I agree with this bug request.

There is no direct link between the data values and the dataset, and the
data elements continue to exist after a dataset is deleted.

So deleting a dataset has no real implications on existing data elements and
data values, it only affects how new data values can be registered into the
system.
A deleted dataset can be recreated and the system will continue to work as
before.

In principle it might be a good idea to show such warning messages for all
objects that the user wants to delete, so in that sense I can agree, but
then this applies not only to datasets, but to all objects.
