Bug description:
When I click the Benificiary first time when my database has nothing about this. It open a page and say that Aw, snap, something went wrong, do not panic we recorded in the log.
I look in tomcat log, it show  * EMantenance/Benificiary and programsRROR 21:36:37,001 ERROR: column this_.inheritable does not exist
  Position: 191 (JDBCExceptionReporter.java [http-9095-Processor21])
