Data Element Groups silently fail to be deleted when members of a group set

Bug description:
The system fails to delete a data element group (which has no members) when the group is member of a group set.
In the UI nothing happens, no message, no exception.
In the background the system fails to do the delete due to the foreign key constraint in data element group set:
