trunk is currently broken.

It builds but doesn't run.  Possible reason:

There is a bean in the dhis-web-excel-reporting which refers to class
org.hisp.dhis.reportexcel.jchart.action.UpdateJChartUserRoleAction yet
this class doesn't seem to exist.  The same seems to be true of
UpdateJChartUserRoleFormAction.  Perhaps this was a partial commit.
