Status in DHIS 2 - District Health Information Software: New

Bug description:
The dataset assignment editor should work like this
1. If select 1 dataset, then it should load the orgunits which were already assigned to it.

2. If select more than 1 dataset, then just unassign or assign the selected orgunits but not changed the exisiting other orgunits.
Because currently when select 1 than 1 dataset, then it just get the new changes to both dataset and all old changes are destroy.
I don't know if my idea about more than 1 dataset is right or wrong. Need more comments from you.
