Description: 
When trying to filter/search for dataelement (Administration>>Dataelements and Indicators>>Dataelements)
the results are empty with weird changes of the criterion entered.
For example, entered "Bệnh lý" for filtering but it changes to "Bá»‡nh lÃ½" (attached)
It does work out for non-accent characters (for example: English characters)
