More updates about the bug: the case of it for "Vietnamese" db language. It does work out for English db.
Any ideas?

Description:
After previewing data of an .xls file expected to be imported (with excel items for importing defined), choose a period and click on "Import data" button.

The weird thing is that (see the link above) the 'dataelement' object referenced.
